According to the latest wind energy development report released by China Electric Power Research Institute and State Grid Beijing Institute of Technology and Economics, as of December 31, 2008, China had built 239 wind farms with a total installed capacity of 12.17 million kw, and another 12.3 million kW projects were approved and under construction. At present, China's wind power installed capacity is mainly distributed in Mongolia, Liaoning, Kyrgyzstan, Heilongjiang, Hebei, Gansu, Jiangsu, Xinjiang and other provinces and regions rich in wind energy resources, more than 82% of the total scale of grid-connected wind power in China.

China has abundant wind resources on the land, the total amount of wind energy at the height of 10 meters is 3.2 billion kilowatts, of which the total amount of wind energy at the height of 50 meters on land can be developed is 800 million kilowatts, and the total amount of wind energy at the height of 50 meters offshore can be developed is about 150 million kilowatts. In fact, China has also made full use of this resource advantage. According to the latest data analysis of the Energy Industry Research Department of China Investment Consulting, China built 81 wind farms in 2008, and the newly installed wind power capacity reached 7,190,200 kw, with the growth rate of newly installed capacity reaching 108.4%.

About 3.2 gigawatts of installed wind power capacity are available for development in China's 26 provinces and autonomous regions, with Inner Mongolia boasting 1.46 gigawatts. That means Inner Mongolia has about half of the country's exploitable wind resources.

Relying on abundant resources, Inner Mongolia's wind power industry has developed rapidly in recent years. According to the latest statistics from the Inner Mongolia Electric Power Industry Association, by the end of May 2009, the grid-connected installed capacity of Wind power in Inner Mongolia had reached 3.1528 million kW, ranking first in the country. Inner Mongolia's wind power installed capacity is expected to break through 5 million kilowatts in 2010.

At the same time, Inner Mongolia, where about 1/3 of the installed wind power projects are idle, has written to the central government to solve the problem of wind power demand.

Jiang Qian, chief researcher of the energy industry of China Investment Consulting, pointed out that as one of the regions with the richest wind energy resources in China, it is understandable that Inner Mongolia leads the country in installed wind power capacity, and can be seen as making the best use of everything, but the current situation is that Inner Mongolia has to petition the central government to solve the problem of wind power demand. At a time when wind power capacity leads the country, it seems to have become a happy annoyance.
